ALPR Technology may Increase Workload

Unreadable and Fictitious License Plates

One condition that ALPR technology relies upon to function properly is the unobstructed view of license plates. If a license plate is obstructed by a cover, dirt, snow, or a physical object, such as a bicycle rack, the ALPR system will be unable to obtain the licence plate characters for processing.

However, not all readable licence plates will be successfully processed by ALPR technology. Criminals determined to remain undetected in stolen vehicles may use fictitious license plates that replicate the characters associated to a different vehicle with the same physical characteristics (i.e. year, make, model, colour, body type, etc.) Oftentimes, the legitimate vehicle will be registered to an address a large distance away from where the stolen vehicle will be operated so there is little risk that both vehicles will be around each other. This scenario makes it impossible for the ALPR system to detect the status of the stolen vehicle as the only way to determine this would be to examine the vehicle identification number (VIN).
